I'd like to point out to anyone looking at this bug, that this issue is not caused by faulty end points. It is caused by the TVS service failing to release TCP Sockets back. It is a socket leak of the TVS service itself. We have experienced this issue without EM Logins being the cause as noted in the Bug report. Other symptoms include, Corporate Directory failures and phones taking upwards of 15 minutes to register.
