CUIC access issue

we've performed upgrade from CUIC 10.5 to 11.6.
Old CUIC was on different domain than new one.User in new domain doesn't have access to reports in new domain so i made the changes the database by CLI to allow them to access. It then work at the moment. But after sometime access were revoked and they no longer have access to reports.
Be noted that UCCE synchronization is already disabled.
Any suggestions ??
