Supporting two STM1 lines on Cisco CISCO2921/K9

Hello.

I have a Cisco CISCO2921/K9 router with two STM1 links to two different service providers, this is used for replication from our producton site to the DR site, however, what we have noted is that the router seems not to be able to handle the full capacity of two STM1 lines simultaneously, the STM1 lines are operating at low capacity when both are being used, and going higher when traffic on the other link is low. Is it that this type of router is not suiable for two STM1 lines or do i need to enable a particular feature to be able to utilize both STM1 lines at full capacity?  below is the output for the show version command.

is this plan STM1 or any IPSEC involved?

check the performance report - and what kind of issue are you seeing now with 2 STM1?
