TMS installation gives an error that .NET Framework 4.5 is not installed when it is installed.

I'm trying to install TMS 15.5.0 on a Windows 2012 R2 server and I'm running into the following bug

.NET 4.5 is already installed on the system but the installer does not recognize that it is. Has anyone run into this before? Or better yet have a workaround or solution on how to fix it?

 

Any help would be greatly appreciated.
