We see a flag set with a cisco av-pair that is influencing the lingering Sessions.
The log that includes the Radius STOP request includes cisco-av-pair=SkipSessionRemoval=true
There doesn't appear to be a way to control that flag which is most likely used to preserve user sessions while roaming.
