I've heard that Cisco awards big discounts to companies that hire Cisco certified staff. Is that true?

I came across this link. Its the requirements to be a Cisco Gold Partner. You can see at the Gold level the company requires a number of CCIEs on staff.

Depends. If you purchase alot (by the millions of US dollars) per year.
that hire Cisco certified staff
If you want to be a Cisco "partner". And this bit is not fool-proof.
The higher the purchase per year the higher the discount.

Cisco has different partner levels. The higher the partner level the higher the requirements for that partner. Also, at the higher levels you get deeper discounts.

One additional question. For example to become Advanced Routing and Switching cisco partner company has to hire three certified specialists (CSE, CCDA, CCNP). Is it all requirements to become Cisco Advanced Routing and Switching partner? Or maybe Cisco has only Silver and Gold partners? At what level cisco award you with discounts?

I worked for a Cisco preimer partner. Cisco required a number of folks be certified to be a "specialist". For exmaple, we had to have 3 people certified in WLAN. Once we received the certifications the company got another few points off wireless gear.
I might suggest contact your local cisco rep and ask about their partner plans. The can certainly anwser to a level of detail far better than i can.
