Fishing Scam?

  Hi, I received an email from  Cisco Partner Communications That I believe is some form of fishing scam. Can anyone verify?

Seriously, what is the verdict with this?  Cisco should provide an authorized list of senders/domains somewhere.  I'd like it to be public, not by some private email chat nonsense.
