License Manager - switch to Cisco EA

Hi All,

We recently enrolled int o Cisco EA and acquired all licenses that we needed. When EA was setup, they automatically created new Virtual Accounts (Services, Security, Networking Infrastructure). Historically all licenses in our org were placed in DEFAULT, but now all DNA related licenses are the Networking Infrastructure Virtual Account which is listing Zero utilization.

So now old Licenses are expiring in the DEFAULT virtual account and CC is displaying message about being out of compliance. I have tried to access devices in CC and change Virtual Account, this however just renders a Warning message:

"Smart License operations are not allowed for selected device(s). Please use Reporting tab to do operations for device(s) having software version greater than or equal to 17.3.2."

Message is bit confusing as we are running IOS-XE 17.09.05 on switches that we have tried.

Question for those in a know, what is the process of changing the Virtual Accounts in CC. Should I just move all licenses from Networking Infrastructure Virtual Account to DEFAULT?
Also, are reboots a must when changing any aspects of Licensing for the devices in the Fabric?

CC version: 2.3.7.9
Devices in deployment: C9300, C9500, C9800

as from a certain version (could be 17.3.2? ) licenses are not assigned to devices anymore using the portal
Cisco was moving away from licensing using smart transport towards smart licensing using policy
nowadays licenses are preloaded on new purchased devices and it's use is only reported in the portal -> "Please use Reporting tab....."

you may need to reconfigure your licensing configuration on your devices to move away from smart transport
