We are trying to enable netconf on ASR1Ks running IOSXE 16.9.1, when we run the netconf-yang command, syncfd fails to start, this results into netconf rpc commands failing, we have tried to restart netconf-yang but the same logs below re-appear again

DMI-2-SD_INIT_FAIL: R0/0: syncfd: Failed to initialize the syncfd daemon
syncfd daemon is responsible for maintaining synchronization between the running state and corresponding models so without this daemon running. we are not able to run netconf operations on the device, any idea how to solve this problem ?
