Hi all,
I am using cisco ISE 3.1 Patch 6. I am looking to upgrade patch version. please kindly recommend which new patch released is the best one? 7,8,9?

depends on the requirement, if you install patch 9 all lower should cover. look at the each patch what is bugs fixed on the each patch apply as per requirement.
Cisco suggestion 3.2 now stable version, if you like to upgrade 3.2 is best option.

ISE 3.1 patch 5-7 has a bug in it that affect the client endpoint database, My 2 cents worth ... I would go to patch 8 and sit there until you're ready to go to 3.3. I believe 3.2 is a short release version and everything should be stable by 3.3 which I believe is out now.
I have delt with the bug issues caused by patches 5-7 and it seems like cosmetic anomalies at first , but i think it goes a little deeper. on another note, if your affected by the issues in 5-7, patch 8 does not fix the anomalies is my experience

Thank you for your suggestion. we are in an enterprise environment. to upgrades 3.2 is not possible now. our choice is to upgrade patch. 8 or 9 is good move?

Patch 8 in my environment seems to be stable, I'm in the process of testing patch 9 so I have no advice there. what patch are you on now, I know that patch 5-7 had some issues, and 8 did not fix them but in general its stable. The only fix I found in my lab was to build a 3.1 deployment patch to 4 then patch to 8 directly to avoid the anomalies
