Cisco Prime Infrastructure NCS not starting

The Prime infrastructure not working properly for a long period so i just restarted, now the NCS application not starting.

This is the output of show application status NCS

Health Monitor is running, with an error. ( [Role] Primary [State] Primary Alone
)
failed to start Prime Infrastructure on startup Health Monitor
Database server is running
FTP Service is Stopped
TFTP Service is Stopped
Matlab Server is Stopped
Matlab Server Instance 1 is Stopped
Matlab Server Instance 2 is Stopped
NMS Server is stopped.
Coral Service is stopped..
WSA Service is stopped..
SAM Daemon is stopped.
DA Daemon is stopped.

What version?  Having same issue in 3.10 fully updated and patched.

i suspect the Disk space  - check disk space.
