EX60 w/DV8 not starting

I recently got a couple of New In Box, appear unused, CTS-EX60-K9 units with CTS-CRTL-DV8 controllers. When I attempted to start them up, The EX60 unit goes through bootup and ends up with the wallpaper screen. The DV8 screen stays black and, while initially the Notification, Volume and Mute indicators all light up, after a few seconds it is just the Notification button that remains lit. From what I've been able to read it suggests a software upgrade issue on the Touch, but not sure what the problem is with the EX60. I've tried factory resetting the EX60 (Depress power button for 10sec, it starts flashing, press twice) and while it appears to reboot, I never get a "Factory Reset notification". 
I realize these units are EOS as of June, but hoping someone in the Cisco Community can help me get them running.
