Firepower ACP Question

New to the cisco firepower platform and saw a previous admin manually created an implicit block rule in our default acp. What purpose would this rule serve over just letting the default action block all traffic rule apply at the end of the list?

The different between defualt and edit policy is the action' the defualt have limited action while edit you can set any action you want.
