 You can not create interface vlans with the same ip address in all switches. You actually dont need to create interface vlan on the layer2 switches at all like you did. Layer2 switches does not do inter-vlan routing, you need a router or a Multilayer switch.

Try to add a Multilayer switch on the place I highlighted on the pic below. Create the interfaces vlan only on that switch and on the layer2 switch you just create vlans and assign ports to the vlans.
