ISR4451-X/K9 IOS Upgrade from 3.X to 17.X

I am planning to perform an IOS upgrade of ISR4451 router from the current IOS(isr4400-universalk9.03.16.04b.S.155-3.S4b-ext.SPA.bin) to the cisco suggested release goldstar version - isr4400-universalk9.17.03.02.SPA.bin.

Is there a license I need to consider before and after the upgrade?

None.  Starting with 17.3.2, Cisco will be changing the way Smart Licensing will work.

After upgrading the 4451 router I cannot anymore access the router. I am getting this kind of error
