N540X password recovery problem

My customer has a problem with the N540X-16Z4G8Q2C. He tries to recover the password but with no success.

Neither instruction works.

There is no " IOS-XR-recovery" option

Downloading (ncs540-mini-x-7.5.1.iso) starts, but an error occurs after the download.
