SDWAN HSEC license install_failed

Hello, I'm trying to install HSEC license using Offline Method To CSSM but when I import the smart license and check using

show logging | include SMART

I'm getting an error:

Oct 20 12:31:26.197: %SMART_LIC-3-AUTHORIZATION_INSTALL_FAILED: The install of a new licensing authorization code has failed on PID:xxxxxxxxxx,SN:xxxxxxxxx: Signature Verification Failed

I have checked PID and SN , everthing matches correctly.

Don't why I getting Signature Verification Failed

 The message matches with the bug CSCwh46340  

The workaround is to install offline. You can follow this procedure.

In fact I have used the Offline Method To CSSM in the cisco webpage itself
but still getting this error siganture verification failed

Seach for "Error Message %SMART_LIC-3-AUTHORIZATION_INSTALL_FAILED: The install of a new licensing authorization code has failed on [chars]: [chars]."

Ensure that the system clock is accurate and synchronized with CSSM. To do this, configure the ntp server command in global configuration mode. For example:

SDWAN HSEC license install_failed

Looking at the subject, what is the issue here  and what model of router and IOS XE code running.

If the device running SD-WAN control mode, you do not need HSEC License, you need Tier License.

So please clarify so we can understand the issue correctly.

It is running SDWAN Control mode and  I have to enable HSEC license since  to support throughput of 250 Mbps or  higher as the Bandwidth provided by the ISP is 400 Mbps

The model router:
cEdge#sh license udi

The IOS version: 17.09.03.0.5

I checked  the SN and PID everything matches correctly.

I used step by step Offline Method To CSSM using Authorization reservation Code but when I import the license smart:
