unable to connect to vpn

Hi,
I am connected to RDP connection via office VPN. From inside the Remote desktop I am trying to connect to Annyconnect vpn. I am getting 2 error messages.
1. Anyconnect was not able to establish a connection to specified secure gateway.
2.VPN establishment capability for a remote user is disabled.
However I am able to connect to Anyconnect vpn from base machine.
Tried below troubleshooting steps
1. system restart.
2.Internet connection sharing disabled.
3. added persistence route.
4. used IP address instead of url
