Upgrade firmware and rommon for ISR4351

Hi,

I currently have ISR4351 router, IOS version is isr4300-universalk9.03.16.09.S.155-3.S9-ext.SPA.

My question is : is it possible to upgrade to sr4300-universalk9.16.12.04.SPA.bin directly? Do I have to upgrade ROMMON version as well?
