Its a WebEx specific file format, you can find a player for it here: WebEx Player: Watch, share, and edit WebEx recordings.

Just to answer the question if anyone is searching for this, the fileformats are *.arf (when saving with the network recorder) and *.wrf (when saving with computer recorder).

The editor only works with *.wrf so I suppose you should use the Computer Recorder if you want to do some editing...
