In the Networking protocols NAT section shouldn't step 5 say "The Device" not "Host B" performs the NAT table lookup ?

Yes, you are right.
They are referring "the device" to the blue router with the nat table.
So yes it will be the device that will be doing the nat table lookup.
Host B is an end device, saying, "Host B uses the inside global address as a key and performs a NAT table lookup" would be incorrect in this case.
