IOX-XE v16.12 - ZTP script downloads but does not execute

Messages on C9300 console, and a tcpdump on the www server, confirm that the switch is downloading ztp.py  -  repeatedly!   It's a short script, the whole thing fits in one packet payload.   The pcap shows ztp.py being downloaded 8 times, finally ending with a TCP session teardown.   The switch displays no error message, but it does not execute ztp.py. 

Why would it do this?   What should I look at, to make ZTP work?  

Any help would be very much appreciated!

I would double check the script is free of errors. In previous versions it would download and execute, but error out during run time. On 16.12, it seems it won't even load if there is a syntax error for example.

Thanks for your reply!   You are close to what the actual problem was.  

The issue was with the DHCP scope configuration.  Option 67 had been given with an explicit IP address in the HTTP URL, which was downloaded successfully  -   but the switch wanted also option 6, domain-name-servers.
