Where to Start with Cisco API

I want to control a switch from a mobile server to deflect DOS attacks at the switch by telling it what IP addresses to drop. I looked at the API list online and there are a lot. Which API do I choose? I want to use an API that will be supported across most Cisco switches, that I can use whatever hardware is popular. Suggestions?
