How to deploy a network in the Meraki dashboard?

Hi guys!

I'm very new to the Meraki solution. I'm testing the DevNet Sandbox of Meraki and I don't know how to deploy a network without having the serial numbers of the devices. I hope any of you could point me in some direction.

These are the instructions for creating a network.  Without any devices, you won't be able to do much
