The IOx 1.3 Sandbox lab has been available for about a month now. During this time, we've offered both IOx 1.2 and IOx 1.3 in parallel. To help drive adoption of IOx 1.3, we're removing the IOx 1.2 Sandbox from the Sandbox catalog in two weeks - on May 31st, 2017.
IOx 1.3 is a much more stable and feature rich IOx platform than 1.2, so we'd recommend making the switch.
