PCCE resource assignment (not ready/wrapup) issue in 12.0 sandbox

GM,

I have blocked this setup 3 times and every time, i am unable to assign the existing or a new resources (reason codes/phonebook/workflows)

I have captured the screenshot below. Please note that i cannot assign these codes from cfadmin page.
