Unable to access CCP UI in 3.1.0 Sandbox. Login Page Error: 'PLEASE WAIT. CCP API IS NOT READY YET'

Started my CCP 3.1.0 Sandbox 10 hours ago.  For the last hour, I've tried several times to get the to the CCP UI (https://10.10.20.110) and I only get this (the username/password entry fields are not editable):

Actually, I ended my Sandbox reservation and created a new one.  This time I don't see the issue.
