unable to reserve collaboration 12.5 lab multiple times

I want to reserve  collaboration 12.5 lab but it always shows this error

"Cannot create reservation due to the following conflicts: One or more of the resources are already reserved"

but I didn't reserved any lab and also I have checked in the reservations page it's showing 'no reservations'

As an alternative I want to reserve collaboration 14.0 lab but that's also not available over there

I have also tried to login with with new account to prevent issues like old reservations affecting new reservation

I don't understand what's wrong with my sandbox catalog
