I have questions about the process of deployment  of CES ( cloud email security)

when the customer fill the pre-deployment questionnary, to whom we should send this questionnay and at what moment ?

I suggest you to send the pre-deployment questionnaire to Cisco Account Manager or through your Cisco Partner. They will help in sending this details to the concerned backend CES provisioning team.
