Cisco ESA Domain Reputation 'Use a Domain Exception List not enabled'?

I am trying to add a Domain Exception List found in the Domain Reputation condition content filter but its not letting me. The ? states to go to Mail Policies > Address Lists which was already created. Our External Threat Feeds is currently disabled and this is the only reason I can think off why I'm not able to add a domain exception list. Am i missing something?

 

esa -c100v 12.0.0-419.

Hi,

Please make sure that the domain reputation service is enabled and in the address list you are using list type as "domain only". Please find below the steps for creating the address list:

Mail Policies > Address List > Add Address List > Name > Description > List Type: Domains Only
Add each domain name using comma separated
Submit > Commit Changes
