Cluster changes wont change config in machine under it

Hi. i have one cluster named X and two machines under it named Y and Z. After a  while Z get broken down and i was suppose to remove it from cluster. now, only  Y works as expected and is part of X cluster. Whenever i change Cluster settings it wnat change the config in machine. I have always need to Copy config from Cluster to machine manually. Is there any option that will sync each changes from cluster to machine?

Feels like the one ESA got set to be "machine level" on everything?
One way to reset it would be to remove that machine from the cluster. Everything on it becomes "machine mode" and it should still service mail fine...
Then add it back to the cluster, it should get a fresh cluster level config....
