There is no reporting data on the GUI to show this information.
However on the CLI there is a log called the Spam Quarantine GUI Logs (euqgui_logs).
This will yield information pertaining to the spam quarantine GUI login (who logged in, at what time)

Spam Quarantine logs record actions associated with the Spam Quarantine including configuration via the GUI, end user authentication, and end user actions (releasing email, etc.).
