We are a government organization, about 15k users.  Currently have two C670s.  Looking at DR planning and wondering if one C670 would handle the load for a period of time.

I'd say yes, though you may not be able to get one any longer.  Its not listed here:

On that page, something interesting to note... the 370 vs the 380, they beefed it up.  If they beefed up the 680 similarly, you'd be covered with one of those...

You might consider a VM or 2 if that makes sense. A C300V...
