Mail classified as spam using content filter not ending up in the end user spam quarantine

An incoming mail content filter was created to filter mails for a group of users based on reputation based on SBRS, the mails who match this filter are supposed to be placed in the EUQ for the user to review the mails before releasing it themselves. The mails are blocked (as expected) however it appears they are discarded (not stored in the spam quarantine).

This problem was solved. The mails were stuck on appliance quarantine, once it was disabled, everything worked as expected.
