Hello,
To enable the CLI, you must follow these instructions in the article , create a public/private key pair and submit your public key with other details to Cisco through a TAC case.
https://docs.ces.cisco.com/docs/ces-customer-cli-access
Unfortunately packet capture is not provided for cloud admin role
Hope this is helpful

All appliances within the same allocation could be accessed with the same public key

When you setup putty (I am assuming is the SSH client you are using), one of the steps include to add your organisation's email security appliance hostname. Every-time you need to access different appliance, you need to change the host name e.g. esa1.xxx.iphmx.com or esa2.xxx.iphmx.com etc
It would a good idea to have different putty profiles saved for each appliance so that you dont have to manually change it every time
