"Send to an Alternate Envelope Recipient" in Anti-Spam advance setting

Does the "Send to an Alternate Envelope Recipient" option identify the ultimate Recipient of an email and then Send the notification to the user? Can users log in to the isolation group to preview and determine whether to release?

Or can all marked messages be routed to only one mailbox (such as the administrator's mailbox) and then checked by the administrator?

When an email is classified as spam or suspect spam and if "send to an alternate envelope recipient" is filled with an address, message would be sent to quarantine (if thats the action set) and a copy is also sent to the alternate address. (message splintering occurs)

Given it is forwarded to spam quarantine, a spam notification (if enabled) is sent to the original recipient.
