ESA logs details of all emails received under Message Tracking and CLI mail_logs.
If there are no results found, there is likelihood of the email not reaching the ESA at all possibly.
If a search based on your email address showed no results you may have to determine the senders IP/hostname and search the mail_logs to see if we even saw a connection from them.

Assuming your network team does SMTP paket inspection then a XBL or RBL listing of this website would block this email and it would never show up on your ESA.

I have this same issue. I am using both my school email and I created a new account for packet tracer using my personal email. In both cases there is a message indicating that a recovery email with instructions and also in both cases there is no such email to be found.
