Rejected by host access table unknown - domain bypass

We are seeing a legitimate domain being rejected by Host Access Table with unknown.  The end result the email is aborted.  The sender maturity is on at 1 day but domain has been in use for 6 months.  

What do I need to set to allow this specific domain through without being blocked?

The external IP is not possible as they are not using a static IP.

I am assuming from the explanation it is possibly blocked by SDR. You can create a SDR exception by creating a domain name based address list and use it under SDR bypass.
