Safelist isn't working - Content filter with End User Spam Quarantine

I have created an content filter with URL Category condition, to send the emails to End User Spam Quarantine.

Emails are quarantining and End Users are getting notified as expected. But, the safelisted sender email addresses are still going into Spam Quarantine. 

 

Can you help on this issue on how to fix it ? Thanks in advance.

Safelist processing happens on Cisco's engines. The content filters "happen after that", and content filters can't take the safelist into account.
