When does stripheaders remove the headers

When are headers removed from stripheaders?
Does it happen before the message is processed by the message filters and the content filters or later?

Apparently stripheaders can't remove the ESA header "X-Ironport-AV". For outgoing messages this header is always present, although it was specified in the stripheaders configuration.
But if you apply a content filter with a StripHeader Action to the X-Ironport-AV header, the header is removed.
Why does stripheaders not remove this header?

Hello Marc,

It's the same with me.
It is difficult to see how or when the stripheader works exactly.
Why the filter action seems to work more precisely than the configuration setting is also not clear to me.
