Cannot download ISE posture from Cisco

For the 1st time I cannot manually download posture updates from Cisco to update my ISE for BYOD and Guest

 

Being like this for a week, due to Security Internal Issues I cannot connect to a Proxy for this ISE device. Anyone know who I can report this to? as below...
