I developed a POE lighting control board using TPS2379 and an esp32. It's worked on all of my other non-Cisco switches, but when I plug it in to 2 separate WS-C2960X-48FPS-L switches, I get nothing, not even a log entry. Other POE devices work, and I've tried on all of the ports. I'm new to this. Please help.

see if you can enable LLDP (not sure just want to try)
as long as they are standard PoE computable that should work.

That's interesting - if i were you i try different switch (if you can ) - why only 2900 switch you can buy any used other switch models like 3750 or any IE model and test it, what works for you.
on this situation its case to case issue. i guess here

yes, those are a much better option and I will exchange the two that I have, however I still need to find out what is blocking my ability to power these devices.

start spending more time and try different option may have success (but no idea) - i do not want to re-invent the wheel use what available on the shelves to solve the issue.

Do not waste any time integrating to a 2960X because this model of switch and the OS is going to be obsolete.
Cisco is pushing IOS-XE nowadays and PoE/CDP/LLDP is a totally different b*tch compared to classic IOS.

It's just what was available from Amazon for cheap with as many ports as it has and the power budget. It's odd that it just wont work, I'd like to know that whoever uses my board can just use any POE+ switch

I switched to the Cisco WS-C3750X-48PF-S and I'm still not able to power my boards. Again, other POE switches turn this board on, there's just something about Cisco that is not allowing it to communicate the board's need for power to the switch
