Threat Response is FREE for customers of a growing list of Cisco Security products such as AMP for Endpoints, Umbrella, Firepower NGFW/NGIPS, Threat Grid Portal, and Email Security (SMA). Having any of these products is enough to get free access, though the more products you have, the more powerful Threat Response becomes.
