Unable to create VDC in IAC 3.1 - Approval is needed for this service...

Hi,

I am unable to create VDC in IAC 3.1. Login as Cloud Administrator, when I click on Create Virtual Data Center it says 'Approval is needed for this service and is not enabled. Please contact the administrator'. Under Approvals, I have also set 'No' under Approvals for 'Create Virtual Data Center' for

'Cloud Provider Administrator Approval' and 'Organization Administrator Approval'. Any clues?

Log on to the portal as full admin.

Go to Administration - Authorizations

Enable the "Service Group Authorization" option.

Then log in as you were and try again.

I believe this is/was a known issue in doc.  I thought it was fixed in the latest version though.
