VM Clone activity fails in CPO 2.3.0

We are providing a cluster name to the VM clone activity, apparently it expects a host name but when we provide a cluster name and the resource pool, the resource pool is attached to a cluster and the vcenter cluster decides which host the vm gets deployed into.

There are 16 hosts in the cluster.

This is what happens in this scenario-

If any of 1 to 15 hosts are in maintenance mode, no problem from IAC, we put in a VM provision request and VM clone activity completes successfully but when we put the 16th host( the last in the alphabetical order) into maintenance mode, we are hitting a problem, the VM clone activity fails with an error – we tried to move the last host out of cluster then when 15th host is the last host and if that is in maintenance mode, we get the same issue.

Apparently looks like the VM Clone activity is picking the last host in the alphabetical order list of Cluster.

Can anyone throw some light on this?
