IPv6 Neighbors

Hello,
I've got a new situation to work around and looking for suggestions. I run a WISP and we've recently started using a new vendor for wireless access and their hardware blocks most types of broadcasts in the downstream direction to the subscriber. This causes problems with IPv6.

Our setup is: Cisco ASR1001-X router -> Wireless AP -> Wireless node on customer house -> Mikrotik HAP AC2 router.
IPv6 DHCP fails from the Mikrotik router.

What I'm seeing: The mikrotik sends a DHCPv6 solicit packet. The Cisco router sees that and then immediately sends a Neighbor Solicitation packet for the mikrotik. The wireless hardware blocks the neighbor solication, so the mikrotik never gets a chance to see it and respond.

This process works if I manually add an IPv6 neighbor like this: ipv6 neighbor FE80::AAAA:BBBB:CCCC:DDDD BDI123 aaaa.bbbb.cccc
If I manually add the neighbor, the router sees the dhcpv6 solicit and then follows right away with a dhcpv6 advertise packet. It doesn't need to send the neighbor solicitation because it already knows where it is.

Is there a way I can tell the router to populate the ipv6 neighbors table based on the dhcpv6 solicit?

Any other ideas?
