I have configured 2 /64 subnets, each consisting of one router and one VPCS. The only command I inserted in the VPCS was ip auto. For some reason, they didn't configure themselves using EUI-64. The global unicast address looks like it almost used EUI-64. However, in both of them the first 8 bits of the suffix should be 0x02, but they are 0x20. Why did this happen?

You are absolutely right. The EUI-64 is incorrectly generated for the SLAAC prefixes. The link local address EUI-64 is correctly generated though. It is looks like a bug in the VPC code. This should not prevent these addresses from working though.
