Question about Cisco Meeting Server Event API Error Message

Hello all together,

I have a question regarding the Cisco Meeting Server (CMS) Event API and a error message I can see in the CMS Logs. I have build a websocket connection from a PHP based web application so that I can see active meetings and participants and interact with them via normal CMS API.

In my lab environments I have no problems connection via the process described in the guide from Cisco. (https://www.cisco.com/c/dam/en/us/td/docs/conferencing/ciscoMeetingServer/Reference_Guides/Version-3-11/Cisco-Meeting-Server-Events-Guide-3-11.pdf) But in a customer environment I immediatly get an error message when trying to obtain the authentication token in the first step. I get a 503 Service Unavailable from the CMS and the message in the logs on the CMS says: 

Cannot generate credential cache token for user con-api-tucmland: token limit 100 exceeded (100 tokens in cache)

I can't find an explanation for this message anywhere in the guides and the only reference I have to the 100 is that 100 subscriptions are allowed per connection but at that point the connection is not established and I don't try to start a subscription to a channel of the Events Socket.
Does anyone have an explanation for this error? It stays after a CMS reboot and I don't have any other connection to the events socket at that point...

I hope someone can help me or has some ideas...
