Google will release version 141 on Sept. 30th and this adds a feature to automatically block local LAN access. You can set a flag on your Chrome now to test this. In my testing on multiple PC's, it seems that passport stops auto logging me into Duo Central with this flag set. Even after I approved the multiple prompts to allow access. And will work fine in Chrome after changing this flag to disabled. Next week might be fun!
