I am trying to find the Username Normalization setting and am having no luck. Some of the documentation refers to it and suggests changing it but nowhere does it say where this setting is located. I am using MFA for Windows Logon.

The normalization setting is present in protected application, for windows logon RDP it is set to simple by default to normalize the username as below. Can I choose the username attribute that Duo for Windows Logon sends to Duo?
If the username is not part of normalization, then I suggest syncing additional attributes as alias to usernames. Duo Username Aliases Configuration Guide
